Homeowner vs. city responsibility

The property owner is generally responsible for the sewer service line from the house to the main. Backups, root intrusions, and lateral failures inside that private line are the homeowner’s responsibility to clear and repair.

If you have a backup and are not sure whether it is on your side or the city's, we can put a camera down and confirm before anyone digs.

📍 Local construction update

Excelsior Boulevard rebuild replaces watermain and storm sewer through 2027

What's happening in Minnetonka right now

The Excelsior Boulevard Reconstruction Project (County Road 3, from County Road 101 to Williston Road) is in its second construction season of a multi-year rebuild running 2025 through 2027. Work this year includes watermain replacement, storm sewer improvements, a new multi-use trail, full roadway reconstruction, and burial of overhead power lines. Separately, the Cedar Lake Road and Jordan Avenue South reconstruction at Highway 169 started June 15, 2026 and wraps up this September, repaving the corridor, installing new traffic signals, upgrading storm sewers, and closing the east leg of Jordan Avenue South for about a month while one lane each direction stays open over the Highway 169 bridge.

What this means for your drains

Two active watermain and storm sewer projects running at the same time means more trench disturbance across more of the city this season than usual.

  • Watermain trench settling along Excelsior Blvd — new watermain installation between County Road 101 and Williston Road disturbs soil directly next to private laterals along the corridor, and settling in the months after paving is when offsets typically show up
  • Mixed-era cast iron laterals — Minnetonka's housing stock spans several decades, and a lot of it runs on cast iron laterals installed from the 1960s through 1980s that are now old enough to be flaking or corroding from the inside
  • Storm sewer upgrades changing drainage near Highway 169 — the Cedar Lake Road and Jordan Avenue storm sewer work changes how water moves near that interchange, which can put more pressure on older sump and foundation drain systems nearby
If you're near Excelsior Blvd or Cedar Lake Rd/Jordan Ave

With Excelsior Boulevard work continuing into 2027 and the Highway 169 interchange work wrapping up this fall, getting ahead of the next construction season with a documented baseline makes sense now. We provide the inspection video on a USB stick you keep.
