Homeowner vs. city responsibility

The property owner is generally responsible for the sewer service line from the house to the main. Backups, root intrusions, and lateral failures inside that private line are the homeowner’s responsibility to clear and repair.

If you have a backup and are not sure whether it is on your side or the city's, we can put a camera down and confirm before anyone digs.

109th Avenue closes at Highway 169 through Labor Day for major intersection rebuild

What's happening in Brooklyn Park right now

109th Avenue is closed on both sides of Highway 169 from June 29 through September 8, 2026, as part of Phase 2 of the city's 109th Avenue Reconstruction Project (CIP 4014). The work widens the intersection, adds new turn lanes, and installs a modernized traffic signal, with a posted detour via 101st Avenue, Jefferson Highway, 114th Avenue, and Winnetka Avenue. This corridor project runs from Jefferson Highway to Winnetka Avenue and started in spring 2025; Phase 1, between Zealand and Winnetka Avenues, is already rebuilt into a four-lane divided road with underground utility work completed. The project is funded by roughly $10 million in state bonding plus $2.5 million in regional solicitation funds.

What this means for your drains

A multi-year corridor rebuild with completed utility work on one phase and active intersection reconstruction on another means different parts of the corridor are at different stages of risk.

  • Lateral disturbance from completed utility work near Zealand-Winnetka — homes along the already-rebuilt Phase 1 segment had utility trenching completed last year, and settling from that work can still be surfacing on private laterals months later
  • Mixed-era cast iron laterals — Brooklyn Park's housing stock spans several decades of growth, and a lot of it near this corridor runs on cast iron laterals now old enough to be corroding or losing structural integrity
  • New signal and turn-lane grading at Highway 169 — the intersection widening and new signal work changes grading and storm drainage right at the interchange, which can shift how nearby yard and foundation drains handle water going forward
If you're near 109th Ave, Zealand Ave, or the Highway 169 interchange

With the intersection closed through early September and more of the corridor already showing settling from last year's work, now is a good time to get a documented baseline. We provide the inspection video on a USB stick you keep.
