Homeowner vs. city responsibility

In most Minnesota cities, the property owner is responsible for the sewer service line from the house to the point where it connects to the city main. Rules vary by city — call Public Works if you are unsure whether a problem is on your side or theirs.

If you have a backup and are not sure whether it is on your side or the city's, we can put a camera down and confirm before anyone digs.

πŸ“ Local construction update

CSAH 7/13th Street signal project and wastewater treatment pond upgrade move forward

What's happening in Pine City right now

The Pine City Council approved municipal consent this year for a new signalized intersection at CSAH 7 (Hillside Trail) and 13th Street SW, a $970,000 project with the city covering roughly $242,500 of the cost and a temporary detour routed through city streets during construction (Pine City Council agenda). On the utility side, Pine City is moving ahead on a $750,000 wastewater treatment pond system upgrade, funded through a federal appropriation secured by Minnesota's congressional delegation (Sen. Amy Klobuchar), plus continued mill-and-overlay funding in the city's capital plan. To the south on I-35, MnDOT has striping and pavement marking work wrapping up through Pine County this season (KBEK).

What this means for your drains

Pine City's downtown grid is old enough that the city is now upgrading the wastewater treatment ponds that everything eventually drains into β€” a sign the collection system feeding them has been carrying flow for a long time.

  • Detour-route stress near Hillside Trail β€” the CSAH 7/13th Street signal project routes construction traffic through city streets, and sustained heavy vehicle load on residential streets not built for it can work loose old sewer main joints and the laterals tied into them
  • Small-town water main age β€” like many towns this size, Pine City's underground pipe network includes original mid-century water and sewer main; when a treatment pond upgrade changes flow or pressure downstream, older laterals with existing cracks are often the first to show a problem
  • Rural edges on well-and-septic β€” homes outside the city sewer service area typically have issues in the line between the house and the septic tank β€” floor drains, kitchen lines β€” rather than the tank itself, which is what we service
If you're near Hillside Trail/13th Street SW or on an older downtown block

With the signal project routing traffic through neighborhood streets and the treatment pond upgrade moving forward, it's a good time to get your lateral scoped before winter β€” we provide the video on a USB stick.
