Hennepin County well sealing cost-share + point-of-sale septic compliance — the details Bloomington homeowners actually need
Many Bloomington homes are on municipal sanitary sewer, but the county also runs important programs for legacy well properties and homes with septic systems — especially relevant when you’re buying, selling, or refinancing.
Hennepin County covers 75% / $2,000 of well sealing costs, requires a 5-year compliance certificate and 3-year inspection report, and maintains 2,200+ mi of county roadway.

North Central Sanitary Sewer project puts trenchless pipe under American Blvd and Irving Ave
What's happening in Bloomington right now
Construction on the North Central Sanitary Sewer Capacity Improvement Project started in April 2026 and runs through fall 2027. Crews are installing roughly 13,000 feet of new trenchless sanitary sewer along the American Boulevard corridor (from Knox Avenue east), through the Irving Avenue corridor, under a new I-35W crossing, and along Fremont Avenue and West 92nd Street, tying into the MCES interceptor near Syndicate Avenue. The project carries a roughly $29 million price tag. It follows on 2025 work along Fremont Avenue, and a separate citywide 2026 PMP Street Maintenance Project is adding about 1,100 feet of new watermain and 14,000 feet of curb and gutter this season.
What this means for your drains
Trenchless sewer work still disturbs soil at each access pit, and a citywide street maintenance program means a lot of trench and curb work happening at once.
- Access pit settling — trenchless boring still requires deep pits at intervals along American Blvd, Irving Ave, and Fremont Ave; soil around those pits can settle unevenly over the following months, which can pull on a nearby sanitary lateral
- Clay lateral stress in the Penn-American district — this part of Bloomington was largely built out in the 1950s-60s, when clay tile laterals were standard; vibration from boring equipment and heavy trucks can open existing cracks or joint separations in pipe that's already 60-plus years old
- Curb and watermain work compounding the risk — the citywide PMP maintenance project is replacing curb, gutter, and watermain segments in the same construction season, so homes near both projects see double the ground disturbance
If you're near American Blvd, Irving Ave, or Fremont Ave
If your home or business sits along the American Boulevard, Irving Avenue, or Fremont Avenue construction zones, a camera inspection before winter gives you a documented baseline while the work is still active nearby. We hand you the video on a USB stick to keep.
Call 612-382-7397 or book a camera inspection.
